Dr Lawrence Chidi Anukam assumed office on 17th February 2015 as the Director General/ Chief Executive Officer National Environmental Standards & Regulations Enforcement Agency (NESREA). Dr. Lawrence Anukam, until his assumption of office, was the most senior Director in the Agency and was in charge of Planning and Policy Analysis.

Dr. Anukam attended Christ Church School, Owerri; Government Secondary School, Owerri; and Government College, Umuahia. He has Bachelor of Science Degree (B.Sc) in Chemistry from the University of Lagos and a Master of Science (M.Sc) in Environmental Pollution Control from the University of Leads, Leads, England.  He has a Doctor of Philosophy Degree (Ph.D) in Applied Geography (Natural Resources Management) from the Wilfrid Laurier University, Waterloo, Canada, under the Joint Programme with the University of Waterloo, Ontario, Canada. He also has a Certificate in Strategic Management of Regulatory and Enforcement Agencies from the Harvard University, Cambridge, Massachusetts, USA.  He has attended many professional courses on environment and environment-related issues.

Before joining NESREA, Dr Anukam was the Head of the Department of Programme Development and Implementation at the National Office of the New Partnership for Africa's Development (NEPAD), in the Presidency.  And before that, he was the Special Assistant to the Senior Adviser to the President on NEPAD and the Head of NEPAD Nigeria. He was a senior management staff of the Federal Ministry of Environment. 

Dr Anukam has served in various intergovernmental United Nations processes and initiatives.  He was a Research Fellow and Associate Adviser to the Under-Secretary General of the United Nations and Secretary-General of the United Nation Conference on Environment and Development (UNCED).  He served in the UNCED Secretariat in Geneva, Switzerland during the preparation for the Earth Summit, held in Rio de Janeiro, Brazil in 1992.  He assisted in the preparation of the Global Environmental Action Plan – the Agenda 21, and other UNCED documents in the freshwater and health sectors.  He was actively involved in the organization and facilitation of international meetings and negotiations during the UNCED process, including the Preparatory Committee (PREPCOM) sessions held in Nairobi, Geneva, and New York, and at the Earth Summit in Rio de Janeiro in 1992.  He acted as UNCED Liaison Officer for the Nigerian Government.  He was Special Assistant to the President of the 12th Session of the United Nations Environment Programme (UNEP) Governing Council.

Dr Anukam also served in the Secretariat of the United Nations International Conference on Water and the Environment (ICWE) at the Headquarters of the World Meteorological Organization (WMO), in Geneva, Switzerland.  He coordinated the participation of Intergovernmental and Non-governmental Organizations at the ICWE held in Dublin, Ireland in January, 1992.  The ICWE provided input to the freshwater component of the UNCED process.  He was a member of the World Health Organization (WHO) Expert Group on the Review of Global Water-drinking Quality Standards in 1993.

Dr Anukam is widely travelled and has participated and presented many technical papers in various international meetings, conferences and workshops.  He has represented the Federal Government of Nigeria at various national, sub-regional, regional and global fora.  He was Head of the Nigerian Delegation to the First Preparatory Meeting (PrepCom) of the United Nations Rio+20 Summit.  He has served on several National and International Committees on environment and environment-related matters.  He is a member of the Governing Board of the Environmental Crime Programme of the International Criminal Police Organization (INTERPOL).
