NESREA ENVIRONMENTAL IMPORT CLEARANCE PROCEDURE

In line with the Central Bank of Nigeria (CBN) directives and Nigerian Customs Service form (M) opening requirement that all Importers are to obtain NESREA Environmental Import Clearance for the importation of all used items with effect from October 2015. The Clearance procedure for various categories of the used items provided in the National Environmental Regulations as part of the Extended Producer Responsibility (EPR) implementation process are as follows:

CATEGORIZATION OF ITEMS
The following are the categories of used items being processed for import clearance:

  • Motor Vehicle Auto parts
  • Electrical and Electronic tools
  • Hospital Equipment
  • Large Industrial Equipments
  • Small house Hold appliances (White Goods)
  • ICT and Telecommunication (Gray Goods)
  • Entertainments and Consumer Equipments (Brown Goods)
  • Lighting Equipments
  • Toy Leisure and Sport Equipments
  • Power Generator Sets
  • Large Household Appliances
  • Automatic Dispensers
  • Monitoring and Control Equipments

Other items such as: Hazardous Chemicals

APPLICATION PROCEDURE   
All Importers are to officially apply for the import clearance permit to the Director General at dg@nesrea.gov.ng. Upon submission of the application; the Agency reviews each application before processing.
The following information should be provided in the application

  • Name of Importer,
  • Expected Date of Arrival,
  • Port of Discharge,
  • Quantity,
  • Brand Name,
  • Country of Export, and
  • Life Span, where necessary.

The following attachments should also be forwarded with the application:

  • Pro-forma Invoice,  
  • Material Safety Data Sheet, where applicable; and
  • Warranty where necessary.

NOTES TO IMPORTERS OF USED EEE
All Importers of used EEE are required to submit evidence of registration with NESREA in addition to the aforementioned.

CERTIFICATION  
After all the requirements and payments have been made by Importers, the Agency issues Clearance Certificate which contains the following information:

  • Brand Name;
  • List of Items; and
  • Quantity.

Processing of application takes minimum of 48hrs, provided all requirements have been made.
